Four defenses an institution can offer are often true. Each still leaves open who carries what the institution gets wrong.

What would answer it: The cost of exercising the right, in time, money, knowledge and endurance, measured by who pays it and priced into the institution rather than the claimant.

The defense is true and incomplete. The cost of being wrong still lands on whoever cannot refuse it.
