The residual read

The statute, the schema, and the metric describe what an institution intends to be. The workaround, the grievance, the exception, and the shadow process describe what it actually is. Five steps read an institution from its failure boundaries instead of its center.

The institution consumes the exception. The absorption carried the weight. The rule and the account stand, and the absorber kept the difference. The record of that absorbing shows how the institution actually works; the metric shows what it wanted to look like.

Read the official metric against this. The metric describes what the institution wanted counted. The read describes what had to be counted to keep the metric true. The gap between them shows where the institution actually is. The deeper the change ran, the more of the residual the institution had to take back onto its own account.
